Juvenile Court is a facility of special jurisdiction. The court has original jurisdiction over youths who violate the federal, state and municipal law, as well as abused, neglected and dependent children. It has the power to determine child custody to permanently terminate parental rights and authorize treatment for mentally ill and retarded children. Juvenile Court also jurisdiction in traffic offenses related to automobile homicide cases. The court administers a probation department that prepares dispositional reports and conduct evaluations. In addition, it has jurisdiction over habitual truants and runaway individuals. The court employs a staff of more than 25 people. Juvenile Court is managed by the Utah State Court System

The Division of Occupational and Professional Licensing is an agency within the Utah Department of Commerce. It is legislatively charged to administer and enforce specific laws related to the licensing and regulation of certain occupations and professions in Utah. The Southwest Utah Youth Center is a locked detention facility operated by Juvenile Justice Services, which is governed by the Utah Department of Human Services. The facility provides short-term locked confinement for delinquent youths who are serving sentences and awaiting adjudication and placement. The Southwest Utah Youth Center houses youths who have been charged for offences, such as automobile theft, home burglary, assault, armed robbery, and the sale and use of drugs. Juvenile Justice Services coordinates various intervention, supervision and rehabilitative programs for youth offenders.
