California Special Districts Association ( CSDA ) was formed in 1969 to ensure the continued existence of local, independent special districts. In the post-Proposition 13 legislative atmosphere, the independence and operating efficiency of independent special districts can only be maintained through well-organized action focused on the State Capitol.Today, CSDA views special districts as highly successful small businesses with particular needs -- business needs.
