Norwalk's Sixth Taxing District encompasses all of Rowayton and a sliver of the surrounding area. The district is responsible for taking care of public properties such as the community center, Baylee Beach, the arts center, Pinkney House and Park and more. The taxing district also issues parking permits for area beaches and railroads. The Sixth Taxing District has three commissioners, elected to seven year terms, and a treasurer who all meet once a month. The district receives its funding twice a year from the city of Norwalk.
